National Internet Security Management Service Platform [Public Security Filing] - New Entity and Website Filing Process

According to Article 12 of the 《计算机信息网络国际联网安全保护管理办法》: “Internet interconnection units, access units, legal persons and other organizations using computer information networks for international networking (including units and their branches that are networked across provinces, autonomous regions, and municipalities directly under the Central Government) shall, within 30 days from the date the network is officially connected, go to the accepting authority designated by the public security organ of the people's government of the province, autonomous region, or municipality directly under the Central Government where they are located to complete the filing procedures.”

Before public security filing, please ensure that you have completed ICP filing. Public security filing requires filling in the ICP filing number. If you have not completed ICP filing, please first submit an ICP filing application at beian.west.cn, and after the ICP filing is approved, complete the public security filing.

Before public security filing, please prepare the following materials in advance, and scan the code to download the “公安一网通办” APP:(This APP is required during login and filing operations; please do not uninstall it in advance.)

(Note: The entity person in charge does not have to be the legal representative. The entity person in charge, website security person in charge, and website emergency contact person can be the same person or different people.)

I. Registration and Login

Open https://beian.mps.gov.cn , and click [User Login].

2. If you have an account, directly enter the account and password to log in. If you do not have an account, please first click [Register Account]. It is recommended to use “Personal User Login”, not “Legal Person User Login”. As shown below:

3. Fill in the information prompted on the page according to the prompts, and complete real-name verification. After verification, log in again.

4. Enter your mobile phone number, ID card number or other certificate number and password, and click [Login].

5. After logging in, you need to open the “公安一网通办” APP on your mobile phone and scan the black QR code on the right. As shown below:

6. After successful login (If the webpage does not successfully jump back to this website after login, please re-enter the website domain: https://beian.mps.gov.cn.), click [Business Handling], as shown below:

7. According to the page prompts, first click [Add Entity]. After the entity is added, according to the actual situation, click [New Version Website Application], or the application for APP or mini-program business.

II. Add Filing Entity

1. Add entity information according to the page prompts. For an individual entity, please select Individual; for an organizational entity, please select Organization. * marked fields are required; fields without * mark can be filled in or left blank. As shown below:

2. Fill in the information of the person in charge of the filing entity. You need to upload photos of the front and back of the ID card and a photo of holding the ID card. (The entity person in charge does not have to be the legal representative.) As shown below:

III. New Website Application

1. After the entity information is submitted, it will show as pending review. During this period, you can submit a website filing application. Fill in the entity information for the operation, consistent with the information filled in when adding the entity. As shown below:

2. Fill in the information of the person in charge of the entity for the newly added website, as shown below:

3. Fill in the basic website information. Note that you need to fill in the ICP filing number. The website opening date can be the date when the ICP filing review is approved. For the main domain name, please fill in the top-level domain name. If there are multiple domain names, please fill them in the secondary domain name field.

Please contact the domain registrar to obtain the domain certificate. If your domain is with our company and you are not sure how to obtain the domain certificate, or you are not sure what the IP is, you can contact our online customer service QQ 800019263 to consult after-sales customer service.

If it is a mini-program filing: please fill in IP: 47.115.94.114, domain: manage.vxsh.com.

For network access service provider and domain name registration service provider information, please refer to the figure below to fill it in.

Website access method: if it is a server, please select“Leased Host”; if it is a virtual host, please select“Leased Virtual Space”.

After submission is completed, wait for review by the local cybersecurity department. The review period is generally within 30 working days. Please wait patiently. After successful filing, you will be notified by SMS. Please pay attention to SMS messages.

After successful filing, the review status will show as [Review Passed].

IV. Place Filing Number

1. Log in to 全国互联网安全管理服务平台, click [My Website] below, and then click [Details], as shown below:

2. According to the page prompts, click [Click to Download Filing Number Icon] and [Click to Copy Filing Number HTML Code], upload the filing number icon to the website directory, and place the filing icon and code at the bottom of the website homepage. It needs to be placed before the ICP filing number.

Note: This operation needs to be completed within 30 working days after the filing is approved. Please perform it promptly after the filing is approved.
