Website Shutdown Appeal and Unblocking Process

In order to effectively combat and prevent the use of our servers for online criminal and illegal activities, to build a clean and healthy online environment, and to protect the lawful rights and interests of users and the public in accordance with the law, pursuant to the Cybersecurity Law of the People's Republic of China, the Administrative Measures for the Security Protection of Computer Information Networks Connected to the Internet, and the Interpretation on Several Issues Concerning the Application of Law in Handling Criminal Cases such as Illegally Using Information Networks and Aiding Information Network Criminal Activities, as well as other relevant laws and regulations, we will shut down and supervise websites connected to our network that are suspected of being illegal or non-compliant, and accept user appeals in accordance with the following process:

Appeal Process for Website Service Shutdowns:

1. Completely remove all illegal information as required, and commit to strengthening website information security management.

2. Website owners must provide the following materials:

Individual Users:

①.Internet Security Commitment Letter and Rectification Report. Individual users must apply a fingerprint at the signature area.

②. A photo of the individual holding their ID card (ensure the ID number in the photo is clearly visible and legible).

Enterprise (Organization) Users:

①.Internet Security Commitment Letter and Rectification Report.

②. A photo of the person in charge holding their ID card and business license (organization code certificate) (ensure the certificate numbers in the photo are clearly visible and legible).

3. Log in to your West.cn member account and submit a ticket:

Ticket Title: "Website Restoration Application"

Problem Description: "I have removed all illegal information from the XXX website, commit to strengthening website information security management, and have sent the Internet Security Commitment Letter and Rectification Report to the email address."

4. After unlocking, dedicated personnel will conduct a further review. If any illegal or non-compliant content appears again, the site will be permanently shut down immediately.

Notes:

1. After all the above materials are prepared, please send them to the email address hxily@west.cn. After receiving them, our specialist will review the materials, and the handling result will be determined based on the authenticity and completeness of the materials provided by the user.

2. The review of website appeal and unlock materials takes 1 to 5 working days. The materials provided must be true and valid; otherwise, processing may be delayed or unlocking may fail.

3. West.cn reserves the right to interpret the review results within the scope prescribed by law.
