Attachment 3: Relevant Requirements for the Standardization and Authenticity of Website Filing Information Submission

II. Specific Standards

(1) Name of the sponsoring entity: Formally, the full name of the website sponsor should be filled in completely. For example, an individual should fill in his/her personal name, and an enterprise should fill in the registered company name on its business license. The content should be true and accurate. Website sponsor information must not be replaced with domain names, numerals, other symbols, or website name information.

(2) Nature of the sponsoring entity: It should be consistent with information such as the name of the sponsoring entity. For example, if the name of the sponsoring entity is XX Company, the nature of the sponsoring entity should be enterprise.

(3) Valid certificate number of the sponsoring entity: It should meet the corresponding format requirements and be consistent with information such as the nature of the sponsoring entity (enterprise, public institution, government agency, military, social organization, individual, etc.). If the nature of the sponsoring entity is enterprise, military code names, personal ID numbers, or other numbers that are not business license numbers or organization code certificate numbers must not be filled in.

(4) Investor or higher-level competent authority: It should be consistent with information such as the nature of the website sponsor. For example, if the nature of the sponsoring entity is a government agency, its higher-level competent authority cannot be an individual.

(5) Website name: It should be consistent with the acquisition of pre-approval or special approval. Websites without pre-approval or special approval in news, publishing, education, health, drug administration, culture, radio and television, etc., must not be named with keywords in the relevant fields. For example, without pre-examination and approval by the news administration department, a website must not be named "News Network"; without obtaining special approval for electronic bulletin, it must not be named "Forum". It should be consistent with information such as the nature of the sponsoring entity. For example, a website whose sponsoring entity is an individual must not use "XX Co., Ltd." etc. as the name of its website sponsor; a website whose sponsoring entity is not a government agency or government-authorized agency must not be named with public affairs keywords such as "XX Municipal People's Government" or "XX Supervision"; a website whose sponsoring entity is not a national-level unit must not be named with the prefix "China", etc.

(6) Name of the website responsible person: A complete real name should be filled in. Untrue names such as "Mr. Wang", "Miss Li", "Individual", or names with added numbers or letters must not be filled in.

(7) Mailing address of the sponsoring entity: The content should be true and accurate, and the format should be standard and complete. For example, rural units should fill in the address in detail down to the village; urban units should fill in the street house number or mailbox number.

(8) Website homepage URL and website domain name list: The content should be true and accurate, and the format should be standard and complete; the domain name list should include the domain name used by the homepage URL. For example, if the homepage URL is www.123.com, the domain name list should contain the domain name "123.com".

(9) IP address list: The content should be true and accurate, and the format should be standard and complete. Untrue IP addresses such as "0.0.0.0" and "192.168.1.X" must not appear.

(10) Office telephone: The number should be in a standard format and the content should be true and accurate. Untrue contact information such as "010-00000000" must not appear.
