If the domain name was registered through a third party and you now need to obtain management rights over the domain name, the normal process is to register a member account on our website, contact the original domain name registrant to negotiateupon reaching an agreement, then the original registrant will, throughthe domain namePUSHmethod or business transfer - domain transfer, transfer the domain name tothe designatedmember account.

Domain name offline transfer (review) is mainly applicable when the original third-party registrant cannot be contactedorthere is a dispute with the original registrant/manager and no agreement can be reached.

II. Methods for Domain Name Offline Transfer

1. Contact the original registrant (administrator) for self-negotiation

   We recommend that you first contact the original domain name registrant (administrator) directly for communication and negotiation. In such cases, our company does not intervene in the verification of the complainant's identity or any issues such as arrears or contract disputes between the complainant and the original registrant. All procedures are to be handled through negotiation between the complainant and the original registrant.

2. Manual Offline Review

   If you cannot contact the original registrant/administrator, or there is a dispute and no agreement can be reached, our company is required to review the domain name complaint, including verification of the complainant's identity, review of the original contract, financial arrears and other issues.

   The offline review fee is200yuan/per domain name (this fee is a review fee and is non-refundable regardless of success or failure)

    After recharging, please confirm that you have read and agreed to our company's domain name offline transfer (review) process, and then submit a ticket according to the following text template to apply for fee deduction. Ticket title: Domain name XXX applies for manual offline review service

Ticket content: I have read and agree to the 西部数码 domain name offline transfer (review) process, and apply to review the transfer issue of domain name XX at a fee of 200 yuan per domain name.

After the review fee payment is completed, the process is as follows.

① Complete enhanced real-name authentication for the 西部数码 account, and the account holder information must be consistent with the domain name owner(first step)

③ In the email, state the domain name and the detailed reason for the transfer application, and provide the following information:(necessary step)

A. The name of the 西部数码 account that has completed real-name authentication.

B. Certificate information:

Individual:Provide a photo holding the ID card.

Enterprise/public institution/social organization:Provide a photo of the applicant holding the original corresponding business license or organization code certificate, and provide the authorized power of attorney for the handling person (with the official seal).Click to download the power of attorney template

Payment voucher (payment information, invoice, etc.).

Purchase and sale contract (with domain name ownership agreed) or other proof.

Please send the above materials via the contact email of the domain name owner to dispute@west.cn, if materials are missing, the review is likely to fail. Please provide as many complaint materials related to this domain name as possible.

III. Processing Period for Offline Review:

After receiving and verifying the materials, our company will contact the transferring party on your behalf to understand the situation and help coordinate. Generally, we will reply to you within3 working days, and the processing period is expected to be completed within 1-2 weeks.

Note: If the domain name owner information and the email in theWHOIS information are not related to the complainant, the materials are very likely to be rejected. In this case, it is recommended to negotiate with the original domain name registrant yourself or resolve the issue through legal channels.
